Jill Williams-Hall is BSTI’s Director of Special Projects. Jill attended the University of Delaware earning a BS in Agriculture and a Masters Degree in Public Administration, Environmental Management.
Jill retired from the Delaware Department of Natural Resources and Environmental Control and US EPA after a distinguished 30 year career in public service.
During her tenure with DNREC, she collaborated with national experts to draft the regulations for Delaware’s first Aboveground Storage Tank Program and successfully administered several financial programs including a $25M state grant program for UST cleanups, $1.2M in federal ARRA funds, and the creation of two loan programs.
She was selected to serve an assignment as a Senior Analyst with the US EPA Office of Underground Storage Tanks reviewing state regulations for compliance with the 2015 federal revisions and developing federal guidance documents for technical and financial assurance requirements.
She also held leadership roles at the national level with the National Association of State Aboveground Storage Tank Programs and the Association of State and Territorial Solid Waste Management Officials.
She most recently served as the Administrator of the Delaware Brownfields and Voluntary Cleanup Programs expediting the cleanup and redevelopment of contaminated sites in the state.
Jill opens up new possibilities for BSTI clients by providing regulatory compliance expertise, uncovering funding opportunities for environmental projects, and connecting to problem-solvers across the US.
